Maharashtra Strengthens Adventure Tourism with Robust Safety Framework and Certification Drive

The Government of Maharashtra is accelerating its vision to position the state as a premier adventure tourism destination, backed by a comprehensive policy focused on safety, regulation, and sustainable growth. Blessed with the scenic Konkan coastline, the majestic Sahyadri mountain ranges, dense forests, and river systems, Maharashtra is witnessing a rapid rise in demand for land, air, and water-based adventure experiences. To channel this growth responsibly, the state announced its Adventure Tourism Policy on 24 August 2021, marking a significant step toward creating a structured ecosystem for adventure tourism operators and participants. Since its introduction, the policy has received an encouraging response across the state. A total of 809 applications have been submitted for adventure tourism activities, of which 692 operators have already received official certification, underscoring strong industry participation and compliance.

The policy establishes a formal registration and certification mechanism applicable to individuals and organisations involved in adventure tourism. This includes proprietorships, partnership firms, companies registered under the Companies Act 2013, non-profit and charitable organisations, amateur organisers, clubs, service providers, aggregators, camps and resorts, as well as training institutes offering adventure tourism education. With rising interest in water sports, mountaineering, and high-altitude activities, the policy places tourist safety at the forefront. Organisers conducting activities within the Brihanmumbai area must obtain permission from the Commissioner of Police, Mumbai, and other relevant authorities to address safety, traffic, and law-and-order considerations. Additionally, organisers must secure a No Objection Certificate from police authorities when activities are linked to locations with religious, social, or political sensitivities.

The policy mandates parental consent for participants below 18 years and requires organisers to inform participants of potential risks or minor inconveniences via digital communication channels. On-site mobile assistance, expert guides, and well-maintained equipment are compulsory to minimise risk and ensure preparedness. Adventure tourism sites must be equipped with safety infrastructure, including directional signage, hazard warnings, watchtowers, sirens, protective nets, and first-aid centres. Fire safety measures in coordination with the fire department and rapid response support from rescue teams are also mandatory. The government has emphasised strict enforcement, with severe legal consequences—including culpable homicide charges—in cases of negligence that endanger tourists’ lives.

Adventure tourism is emerging as a major employment generator, creating opportunities for youth and local communities across the state. The policy also prioritises infrastructure development and preservation of natural heritage while promoting tourism growth.

Speaking about the initiative, Shambhuraj Desai, Minister of Tourism, Government of Maharashtra, said, “As the tourism sector grows, we are committed to taking adventure tourism in the state to a global level. This policy will attract more tourists while generating employment opportunities for our youth and promoting safe tourism.”

Sanjay Khandare, Principal Secretary (Tourism), added, “The Adventure Tourism Policy plays a vital role in the holistic development of tourism and economic growth. Its strong focus on safety and structured development is driving increased interest and job creation in the sector.”

N. Patil, Director of Tourism, highlighted the broader impact, “Adventure tourism contributes significantly to economic development while preserving natural heritage. New adventure tourism centres across the state are creating employment and expanding tourism opportunities.”

With a clear regulatory framework and a strong safety-first approach, Maharashtra is positioning adventure tourism as a key pillar of its tourism strategy, offering visitors thrilling yet secure experiences while fostering sustainable economic growth.
